EHMA 2024 is the 29th edition of the European Health Management Conference on the theme ‘Shaping and managing innovative health ecosystems’. This year’s theme encompasses the entire spectrum of health megatrends, emphasising an ecosystem approach that promotes collaboration among stakeholders. Our Conference is a great platform to showcase cutting-edge research, share provocative ideas and discuss complex problems with a view to reach implementable solutions. Every year, our Conference attracts research from leading universities, creating space to exchange knowledge on excellent delivery of healthcare and showcase best practices at the country, systems and organisational level. Our conference is abstract-driven and features research by leading experts on the most contemporary topics on health management. It is a place for all healthcare stakeholders to come together to exchange innovation and best practices.
We are pleased to co-host the 29th edition of the European Health Management Conference with the Ministry of Health of Romania and the National Institute for Health Services Management (INMSS).
This year’s theme, ‘Shaping and managing innovative health ecosystems‘ encompasses the entire spectrum of health megatrends. From the digital transformation of healthcare systems and services, to the ever-growing importance of sustainability, and the evolving skill sets required by the healthcare workforce, we aim to explore how the health sector is adapting to these changes. We emphasise an ecosystem approach, promoting collaboration among stakeholders. Our aim is to facilitate dialogue on how different health care actors can work together and leverage each other’s strengths to drive innovation and address pressing challenges.
The Ottawa Charter for Health Promotion (1986) describes health as being:
‘…created and lived by people within the settings of their everyday life; where they learn, work, play and love. Health is created by caring for oneself and others, by being able to take decisions and have control over one’s life circumstances, and by ensuring that the society one lives in creates conditions that allow the attainment of health by all its members.’
With this vision of health in mind, we define health management as the practice that provides guidance and leadership to administer health at the individual, organisational and systemic level. Health management embraces a holistic vision of health, in which health is impacted by behavioural, social, and environmental determinants. Health management includes and goes beyond healthcare management, which comprises community, primary, secondary, and tertiary care provision. It also happens outside of care settings and builds synergy with other related policy and societal areas in line with the ‘One health’ concept. Health management encompasses the entire health ecosystem in which health managers collaborate with patients, informal and formal caregivers, patient organisations, legislators, educators, policy makers and regulators, public health experts, researchers, health insurance experts, and pharmaceutical industries. Together, they aim to create a clear health vision and alignment strategy, as well as lay down the organisational, societal and technological conditions to achieve optimal health outcomes for individual patients and the entire community. Health managers are jointly responsible for establishing effective and holistic governance structures, built on a co-design and co-production model.
Thus, the European Health Management Conference 2024 is structured around five tracks that reflect that holistic practice of health management and frame the lenses through which contemporary topics will be analysed and discussed. The tracks are:
- Governance, leadership and social responsibility – This track includes abstracts that are creating evidence and best practices on setting and overseeing strategic goals, as well leading successful health organisations and systems.
- Management, operations and practice – This track focuses on the operations of organisations and systems. It pays attention to evidence in the planning, organising, staffing, monitoring, directing, and decision-making processes of health services and systems to ensure the effective, efficient, and equitable use of resources.
- Human capital, professionalism and people management – This track focuses on how human resources are managed to support the delivery of health services. This includes challenges relating to optimal planning, personnel shortages, the post-COVID ‘great resignation’, remunerations and incentives, and competence building.
- Finance and economics – This track examines business planning and refers to how resources are raised, pooled, allocated or spent to ensure that people have access to health services of good quality without financial hardship. This includes abstracts related to efficiency, effectiveness, value and behaviours in the production and consumption of health and healthcare.
- Policy and regulations – This track focuses on the development, planning, implementation, and evaluation of policies/regulations affecting health management at the organisational, local, regional, national, and European levels.

What our Members say
I have been active in EHMA since the first years of the '90s and I have seen its evolution from a small association of members interested in sharing knowledge on health management practices to the current status of reference and advisory key player for EU, health systems and organisations, stakeholders associations, industry and universities. EHMA is now a unique knowledge hub, policy advisor, community of practice and network of best in class organisations involved in health policy and management. A place where health managers can build their competences, policy-makers and stakeholder associations envision how to implement and sustain change through health management, industry leaders understand how to engage more effectively with health organisations and systems. The right place to nurture and grow health management capabilities and capacity for every stakeholder of health systems.

Health management has a crucial function in shaping public health and health system challenges. The Medical University of Varna, Bulgaria had success in collaborating with EHMA on EU-funded projects that has resourced us to create new health management competencies for the future workforce. In addition to all classical definitions, health management is a science dealing with individuals, groups, and society at large. It is an art contributing to the beauty of our lives and an interactive communication process at all levels of institutions and human energy. I have also had the pleasure to chair the South Eastern European Special Interest Group which gives members a space to discuss and tools to address how health systems are managed in our regions.

I enjoy the high level of interaction and engagement in EHMA’s activities, in particular during the annual conference where the panel discussions are rich and well prepared.
