HIV Prevention Alliance
Despite decades of progress, Europe is not on track to end HIV as a public health threat by 2030. Progress in reducing new HIV infections has slowed, late diagnosis remains common, and access to prevention services continues to vary significantly between countries and population groups.
The HIV Prevention Alliance is a multi-stakeholder initiative bringing together patient organisations, healthcare professionals, researchers, public health experts, industry and civil society to strengthen political leadership on HIV prevention across Europe. Established in 2025, the Alliance supports the European Union’s commitment to achieving Sustainable Development Goal 3.3 by promoting comprehensive, evidence-based and equitable HIV prevention policies.
Work of the Alliance
The Alliance provides a collaborative platform through which stakeholders develop common policy positions, engage with European institutions and advocate for a comprehensive approach to HIV prevention. Its work promotes the integration of HIV prevention into the European Union’s broader public health agenda while advancing policies that improve equitable access to combination prevention, strengthen human rights and gender equality, reduce stigma and discrimination, and support sustainable investment in prevention services, research and community organisations.
The Alliance also promotes stronger data collection and monitoring to support evidence-based policymaking, encourages the exchange of good practices between countries, and advocates for coordinated European action that extends beyond the European Union through neighbourhood cooperation and global health partnerships.
EHMA’s role
EHMA joined the HIV Prevention Alliance at its launch in 2025, contributing the perspective of health management to European discussions on HIV prevention.
As a member of the Alliance, EHMA supports the development of evidence-based policy recommendations that strengthen prevention, improve access to services and promote more coordinated health system responses. By bringing expertise in health management, organisational change and European health policy, EHMA helps ensure that effective governance, service delivery and health system resilience remain central to efforts to end HIV as a public health threat in Europe.
What our Members say
I have been active in EHMA since the first years of the '90s and I have seen its evolution from a small association of members interested in sharing knowledge on health management practices to the current status of reference and advisory key player for EU, health systems and organisations, stakeholders associations, industry and universities. EHMA is now a unique knowledge hub, policy advisor, community of practice and network of best in class organisations involved in health policy and management. A place where health managers can build their competences, policy-makers and stakeholder associations envision how to implement and sustain change through health management, industry leaders understand how to engage more effectively with health organisations and systems. The right place to nurture and grow health management capabilities and capacity for every stakeholder of health systems.

Health management has a crucial function in shaping public health and health system challenges. The Medical University of Varna, Bulgaria had success in collaborating with EHMA on EU-funded projects that has resourced us to create new health management competencies for the future workforce. In addition to all classical definitions, health management is a science dealing with individuals, groups, and society at large. It is an art contributing to the beauty of our lives and an interactive communication process at all levels of institutions and human energy. I have also had the pleasure to chair the South Eastern European Special Interest Group which gives members a space to discuss and tools to address how health systems are managed in our regions.
