Professional management in healthcare institutions requires to have an eye for staff and patients, while at the same time considering the financial viability of the organisation. An important objective of the master’s programme is to teach a critical-scientific attitude towards the management and policy of healthcare institutions.
The Master’s programme focuses on a scientific approach to management and policy issues. All courses offered are focused on management and policy. The programme contributes to the development of competencies that allow to take on three roles in the management and policy of healthcare institutions: the role of scientist, manager, and professional.
The master’s thesis is the final piece of the programme and allows to prove that a management and policy problem can be studied in a critical, scientific and independent manner. The environment in which healthcare organisations are currently operating is increasingly characterised by turbulence and complexity. Many healthcare systems around the world are urged to change considering new epidemiological trends, of economic crises, and of the effects of the COVID-19 pandemic. Moreover, to meet the needs of aging, multi-pathological and chronic patients, yet pursuing the unquestionable need of remaining sustainable, healthcare systems must necessarily prioritise digitalisation processes. This is key to provide health services in effective ways, although within appropriate settings (including patients’ homes). Public health systems and the life sciences industry are today a single ecosystem that need new managerial profiles to ensure sustainability and development. Consequently, healthcare managers need a multi-faceted set of new skills to address these challenges successfully. Developing them in an international program sharpens the ability to learn from different experiences and to contextualize or adapt successful strategies to
one’s own reality.

The Specialisation Course in Hospital Administration is one of the most recognised courses at the NOVA School of Public Health. Completed in one year full-time or two years part-time, the MSc in Health Policy and Management equips learners with essential knowledge, skills and tools for understanding, researching and working in complex and changing health and social care systems and services nationally and internationally. From reforming and managing health systems, to implementing organisational, technological and digital innovations to improve population health and reduce inequalities, course participants acquire a detailed theoretical and practical understanding of major health system challenges and developments – and how to address them.
The MSc in Health Policy and Management is taught through an interdisciplinary curriculum underpinned by the principle of evidence-informed policy and practice, with high levels of student participation and peer-learning. This unique MSc is suitable for professionals (e.g. medicine, nursing, allied health professions, management, public administration) and health and social sciences graduates. Participants learn and develop core competencies across subjects including population health management, health policy, health economics, comparative systems, integrated care, and managing people and change. Central to all is translating and implementing research evidence and knowledge for policy and practice, which is threaded throughout the modules as well as being a specific module.
Course participants progress by learning with a core multidisciplinary health and social sciences academic team based in Trinity College Dublin that have an established and highly regarded track record in health policy, economics, systems and management. Course participants also engage with and learn from leading policymakers and senior health system managers across public and private sectors through guest lectures. As part of this vibrant community of practice, course participants will expand their knowledge and network through participation at seminars, conferences and other events organised at the Centre for Health Policy and Management and the Discipline of Public Health and Primary Care, School of Medicine at Trinity College Dublin.

The environment in which healthcare organisations are currently operating is increasingly characterised by turbulence and complexity. Many healthcare systems around the world are urged to change considering new epidemiological trends, of economic crises, and of the effects of the COVID-19 pandemic. Moreover, to meet the needs of aging, multi-pathological and chronic patients, yet pursuing the unquestionable need of remaining sustainable, healthcare systems must necessarily prioritise digitalisation processes. This is key to provide health services in effective ways, although within appropriate settings (including patients’ homes). Public health systems and the life sciences industry are today a single ecosystem that need new managerial profiles to ensure sustainability and development. Consequently, healthcare managers need a multi-faceted set of new skills to address these challenges successfully. Developing them in an international program sharpens the ability to learn from different experiences and to contextualize or adapt successful strategies to
one’s own reality.
Main goals
With this Master participants will be able to:
- improve their managerial competencies in the healthcare management field
- develop state of the art knowledge of current trends in health care systems and hospital governance
- understand the role of all the stakeholders of the healthcare system (including patients and citizens, different providers of care, life sciences industry), as well as how they may evolve in the future

Topics and Teaching Methods
The Master is structured around five modules:

The Master course is organised around a mixed/
blended approach and can be followed either online or in presence. Physical presence in Rome is highly recommended for some activities, to strengthen the efficacy of flipped activities and to build a strong network.

The Specialisation Course in Hospital Administration is one of the most recognised courses at the NOVA School of Public Health. For more than 50 years, the Course has provided scientific and technical knowledge and specialised skills for the exercise of management in health organisations and the provision of health care.
With a highly differentiated faculty in public health and health management, with nationally and internationally recognised professional experience and academic competence, the course promotes a close connection between teaching-learning and the experience of teachers and lecturers.

The Master’s Degree in Health Management at ENSP-NOVA aims to acquire scientific knowledge and advanced skills for study and research in the field of health management.
When they enter the course, many of our students are already integrated into the labour market, often in the health area. In this context, the HM can be useful and important for career advancement or changing functions, from direct care to management functions.
For those students not yet integrated into the labour market or from outside the health area, the HM can help apply for management positions, in the public and private sectors, in Portugal or abroad, in primary health care, in-hospital care, in regional or central bodies, or other types of health providers or organisations.
The HM can also be an entry point to an academic pathway, namely to doctoral programs: the School, or others, in Portugal or abroad.
