HTA Stakeholder Network
The HTA Stakeholder Network was established under Regulation (EU) 2021/2282 as part of the landmark EU reform of Health Technology Assessment (HTA). The Regulation introduces a permanent framework for joint clinical assessments (JCAs) and joint scientific consultations (JSCs) at the Union level, aiming to reduce duplication across Member States and accelerate access to innovative health technologies.
The Network brings together 44 member organisations, including patient groups, healthcare professionals, and industry representatives, to support the work of the HTA Coordination Group and ensure that implementation is informed by real-world operational and clinical perspectives.
The work of the HTA Stakeholder Network
Serving as a vital bridge between EU policymakers and health system stakeholders, the Network provides strategic input on the methodology for assessing the clinical added value of new medicines and medical devices. Its work focuses on establishing robust evidence standards, particularly regarding the use of real-world data, and supporting the HTA Coordination Group in developing technical guidelines and transparency requirements. Furthermore, the Network identifies critical pathways to align EU-level assessments with national reimbursement and procurement processes to ensure seamless system integration.
EHMA’s role
EHMA is an active member of the Network, ensuring that the management and organisational dimensions of health technology adoption are central to the conversation. Our contribution focuses on the practical impact of the HTA Regulation on healthcare providers, advocating for anticipatory planning to help hospitals manage workforce and infrastructure needs before technologies reach the market. We also champion the integration of high-quality real-world data from the provider level and bring insights from projects like EDiHTA to explore how HTA can be extended to include broader organisational and socio-economic impacts.

I have been active in EHMA since the first years of the '90s and I have seen its evolution from a small association of members interested in sharing knowledge on health management practices to the current status of reference and advisory key player for EU, health systems and organisations, stakeholders associations, industry and universities. EHMA is now a unique knowledge hub, policy advisor, community of practice and network of best in class organisations involved in health policy and management. A place where health managers can build their competences, policy-makers and stakeholder associations envision how to implement and sustain change through health management, industry leaders understand how to engage more effectively with health organisations and systems. Health management has a crucial function in shaping public health and health system challenges. The Medical University of Varna, Bulgaria had success in collaborating with EHMA on EU-funded projects that has resourced us to create new health management competencies for the future workforce. In addition to all classical definitions, health management is a science dealing with individuals, groups, and society at large. It is an art contributing to the beauty of our lives and an interactive communication process at all levels of institutions and human energy. I have also had the pleasure to chair the South Eastern European Special Interest Group which gives members a space to discuss and tools to address how health systems are managed in our regions.
