HIV Prevention Alliance

Across Europe, progress in curbing HIV has stalled. As infection rates climb and access to prevention remains uneven, the continent stands at a critical junction that demands renewed political resolve and a more deliberate and, coordinated public health response.

The HIV Prevention Alliance is a newly established multi-stakeholder initiative aiming to catalyse political commitment and accelerate comprehensive HIV and STI prevention efforts across Europe. It seeks to advance the achievement of Sustainable Development Goals 3.3 and 5.6 – namely, ending the HIV/AIDS epidemic and ensuring universal access to sexual and reproductive health by 2030. The Alliance was officially launched on 7 April 2025 during an online meeting, which included representatives from the European Parliament and key actors in the HIV response.

Chaired by the Executive Director of the European AIDS Treatment Group (EATG), the Alliance convenes thought leaders and public health advocates from EU institutions, academia, civil society and affected communities. It is supported by a dedicated secretariat hosted by FIPRA and funded by Gilead and ViiV, while also benefiting from the involvement of the Parliamentarians’ Network for Global Health (UNITE).

 

EHMA’s Role

EHMA has joined the Alliance from the outset and was present at its official launch in April 2025.

EHMA’s involvement is particularly significant given its longstanding commitment to strengthening health management capacities across Europe. By participating in the Alliance, EHMA contributes its expertise in health policy and management to support the development of comprehensive HIV prevention strategies. This includes advocating for a renewed political commitment to an inclusive EU response to HIV, with the goal of ending HIV transmissions by 2030. EHMA’s role underscores the importance of integrating effective health management practices into public health initiatives in order to achieve sustainable outcomes.

WHY YOU WILL BENEFIT

The Alliance’s principal objectives include formulating a coordinated Call to Action, advocating for tailored, intersectional and equitable prevention strategies, and influencing EU institutions and Member States to adopt forward-looking policies in light of rising infection rates and growing disparities.

The work of the HIV Prevention Alliance is guided by a comprehensive programme of activities aimed at generating sustained momentum for political and institutional change. Foremost among these is the pursuit of meaningful engagement with EU institutions and national authorities, with the aim of strengthening accountability and securing enduring commitments to HIV and STI prevention. The Alliance oversees the preparation of a joint Call to Action, developed through wide-ranging stakeholder input, and positioned to formulate a unified set of policy demands. In support of this, it regularly convenes expert consultations and policy exchanges to ensure its proposals remain relevant across varying national contexts.
