Capacity-Enhancing Innovation Working Group
Europe’s health systems face a growing challenge: how to meet increasing demand for care while managing persistent shortages of health and care professionals. The Capacity-Enhancing Innovation (CEI) Working Group brings together health managers, health and care professionals, patient representatives, industry, hospitals and other experts to explore how innovation can help strengthen workforce capacity and improve the sustainability of healthcare systems.
Recognising that innovation is not an end in itself, the Working Group promotes evidence-based approaches that combine technology, organisational change and workforce development to improve patient safety, optimise care pathways and support more resilient models of care.
The work of the Working Group
The Working Group develops practical, evidence-based recommendations to help European policymakers harness capacity-enhancing innovation as part of a broader response to the health workforce crisis. Its work demonstrates how new technologies, redesigned care pathways and better resource planning can improve healthcare delivery while supporting professionals working across the health system.
Through policy recommendations, evidence-based practice examples and multi-stakeholder dialogue, the Working Group advocates for investment in workforce development, digital transformation, health technology assessment, public procurement and healthcare resilience. By bringing together diverse expertise, it promotes solutions that improve efficiency without compromising quality of care, recognising that sustainable innovation requires appropriate implementation, workforce skills and organisational readiness.
EHMA’s role
As a founding member of the Working Group, EHMA ensures that health management remains central to discussions on innovation and workforce policy. We advocate for solutions that combine technological innovation with organisational change, leadership, workforce development and digital skills, recognising that innovation only delivers value when it is successfully implemented within healthcare organisations.
Through the Working Group, EHMA contributes its expertise in health management to help shape European policy recommendations that support healthcare professionals, strengthen organisational resilience and improve patient care across European health systems.
What our Members say
I have been active in EHMA since the first years of the '90s and I have seen its evolution from a small association of members interested in sharing knowledge on health management practices to the current status of reference and advisory key player for EU, health systems and organisations, stakeholders associations, industry and universities. EHMA is now a unique knowledge hub, policy advisor, community of practice and network of best in class organisations involved in health policy and management. A place where health managers can build their competences, policy-makers and stakeholder associations envision how to implement and sustain change through health management, industry leaders understand how to engage more effectively with health organisations and systems. Health management has a crucial function in shaping public health and health system challenges. The Medical University of Varna, Bulgaria had success in collaborating with EHMA on EU-funded projects that has resourced us to create new health management competencies for the future workforce. In addition to all classical definitions, health management is a science dealing with individuals, groups, and society at large. It is an art contributing to the beauty of our lives and an interactive communication process at all levels of institutions and human energy. I have also had the pleasure to chair the South Eastern European Special Interest Group which gives members a space to discuss and tools to address how health systems are managed in our regions.
